GLOBAL VISION PROJECT: Global Vision of Rehabilitation

RESOLUTIONS:
"1988 UN Decade's Response Limited, Depressed Lifestyle, Underserved:
Support of the United Nations Decade of Disabled Persons, 1983-1992; and,
Support for International Year for Special Recreation for Disabled People, 1990"
By Special Recreation for disABLED International
WHEREAS, the World Programme of Action Concerning Disabled Persons was adopted 3 December 1982 by the United Nations General Assembly ..., and
WHEREAS, the United Nations Member States response in 1988 by both national voluntary organizations and national governments has been limited; and,
WHEREAS, it is vitally important that all nations and all societies gain the desired benefits of increased understanding and acceptance of people who are disabled, increased services and programs for disabled, and increased fulfillment for every disabled infant, child, youth, adult, and senior; and,
WHEREAS, the recreation lifestyles of disabled people are:
1. Significantly depressed compared with non-disabled,
2. Significantly under-served compared with non-disabled in school programs through college and university where 99 percent of programs and services are directed to able-bodied, particularly to the most physically and socially and intellectually capable rather than being to those in need or most in need,
3. Significantly under-served compared with non-disabled in terms of local, state, and federal recreation and parks services, the non-disabled receiving 99 percent of all funding and effort while simultaneously subjecting disabled to a range of barriers,

4. Significantly under-served compared with non-disabled in child and youth recreation services with notable exceptions such as Boy Scouts of America and YMCA-USA,
5. Significantly under-served compared with the population at large in terms of cultural activities (art, dance, drama, literature and music both in performing and in appreciation-attendance), leisure activities, etc., and,
6. Sinking even further below those of non-disabled over the last 20 years (starting in the mid-1970s) of community settlement because the former institutional recreational services are not being provided in community settlement leading to a higher level of debilitating inactivity than was experienced even in institutions;
THEREFORE BE IT RESOLVED THAT
Special Recreation for disABLED International proclaims its sponsorship of
INTERNATIONAL YEAR FOR SPECIAL
RECREATION FOR DISABLED PEOPLE, 1990
in support of the
United Nations Decade of Disabled Persons, 1983-1992; and
ENCOURAGES all national recreation advocacy, commercial, consumer, program, professional, public, private, and other services to support the United Nations Decade and the SRDI International Year.
