I.   POLICY:  Agency Recognition of Need for Special Play and Recreation.

__A. PERNICIOUS SEGREGATION. The AGENCY recognizes the existing prejudice against people with disabilities and the pernicious segregation that results.

__B. DETRIMENT TO LIVING. The AGENCY recognizes that play and recreation deprivation is detrimental to the lives of people with disabilities in relation to medical status, rehabilitation, family and community living, education and employment, play and recreation participation, social life, and recreation lifestyle.

__C. UNMET NEEDS DATA. The AGENCY has data on unmet needs for play and recreation, quantitatively and qualitatively, in terms of: numbers of people with disability, age, function, sex, etc.

__D. INEQUALITY. The AGENCY recognizes the inequality of opportunity in play and recreation by, with, and for people who are disabled.

__E. LACK OF FUNDS. The AGENCY recognizes the lack of funds and the need for increased funding, internal and external funding, for special play and recreation.

__F. PERSONAL FINANCIAL NEED. The AGENCY recognizes that people with disabilities often lack income to purchase play and recreation services, equipment, supplies, transportation, and related recreation costs and responds to this problem.

II.  POLICY:  Agency Goals for Special Play and Recreation.

__A. AGENCY GOALS. The AGENCY goals address quantitatively (data, numbers) and qualitatively the needs for play and recreation the total number of people by: disability groups, age, sex, levels of function, and levels of unmet needs.

__B. ENHANCED LIVING. The AGENCY goals assure special play and recreation for people with disabilities which enhances medical and health status, rehabilitation, family and community living, education and employment, and social life.

__C. INTEGRATION. The AGENCY goals include integration of people with disabilities into play and recreation programs, participants progressing from segregation to integration to independence.

__D. EQUALITY. The AGENCY goals serve to increase opportunity in play and recreation for people with disabilities.

__E. RESOURCES AND FUNDING. The AGENCY goals call for appropriate and proportionate internal funding and resources and for securing additional funds and resources for special play and recreation services to meet needs.

III.   POLICY:  Agency Practices, Priorities, and Planning.

__A. INTERACTION. AGENCY policy-makers, administrators, staff, and volunteers interact directly with people with disabilities.

__B. INVOLVEMENT. People with disabilities serve as members of the AGENCY policy-making boards/councils, advisory/technical committees, and assessment/evaluation panels/groups.

__C. PRIORITY SETTING. The AGENCY establishes priorities based on evaluation of current level of participation of people with disabilities as contrasted with those who are not participating, those whose needs are under-served or un-served.

__D. ACTION ON PRIORITIES. Policy-makers and administrators chart progress periodically and act on stated priorities in initiating, expanding, and improving programs and services for people with disabilities

__E. PLANNING: SHORT, MIDDLE, LONG. Policy-makers and administrators make short-range, middle-range, and long-range plans to meet the changing and expanding special play and recreation needs of people with disabilities.

IV.  POLICY:  Inter-Agency Cooperation and Coordination.

NOTE. Targets for inter-agency cooperation and coordination include:

__A. COOPERATION AND COORDINATION. To maximize special play and recreation for people with disabilities, the AGENCY pursues inter-agency cooperation (informal, voluntary) and coordination (formal agreements and arrangements) with care, Community-Based Recreation, Community-Based Rehabilitation, education, employment, institutions, medical and treatment services, religion, residential, social, vocational rehabilitation, and other recreation and rehabilitation agencies and services.

__B. NEIGHBORHOOD, COMMUNITY. To maximize special play and recreation for people with disabilities, the AGENCY includes organized neighborhood and community groups and organizations in cooperation and coordination of services and programs.

V.  POLICY:  Agency Funding for Special Play and Recreation.

__A. PROVIDE ADEQUATE FUNDING. The public and recreation services provide compensatory funds and services to make recreation participation possible for people with disabilities.

__B. NEW FUNDS. The public and recreation services pursue short-term, middle-term, and long-terms means of funding community based special recreation activities, programs, and services through government assistance, foundation and public donations, and commerce and industry donations of funds and assistance.
