Introduction. Any United Nations declaration, such as the "Declaration on the Rights of Disabled Persons," is an abstraction until each line in the declaration is performed or demonstrated through behavior. This "performance through behavior" is making policy or interpreting policy as to whether a person with a disability is provided play and recreation service; or, whether a person with a disability is allowed to participate in a recreation activity.

The "making policy or interpreting policy" behavior may be that of a doctor, nurse, therapist, social worker, volunteer, employer; or, a group, community, profession, institution, hospital, organization; or, a nation.

The abstract idea, that is, a single article in a United Nations declaration or a single principle in a "Special Play and Recreation Declaration" becomes reality when the question is put, "Do you provide play and recreation for people who are disabled?"

GVP and Human Rights. All the documents in the GVProject WEBSITE "Human Rights" section are inter-related:

First, the various United Nations declarations: Universal Declaration of Human Rights, The Declaration on the Rights of Disabled Persons, The Review of United Nations Declarations Citing Disabled Persons.
Second, the "International Declaration of the Special Play and Recreation Rights and Responsibilities of People with Disabilities."
Third, the "Interpretation" and the "Rating Support" on the "Special Play and Recreation Rights ...."

This "Interpretation" assists the consumer, parent, professional, or volunteer in using the "... Special Play and Recreation Rights ..." in service, education, and research.

Rating of Support. The "Rating of Support" provides, first, a means of determining if a principle or the principles of the "Special Play and Recreation Declaration" are in force or not in force.

Second, the "Rating of Support" provides a first step in a plan to bring the about changes needed to realize the "rights and responsibilities" in the "Special Play and Recreation Declaration."

But, the process starts with the questions, "Do you provide special play and recreation for people with disabilities?"

Every infant and child who is disabled has the right to PLAY as a natural means of pleasure, growth, development, and healing.

People with disability have the right to achieve their highest potential through recreation in the pursuit of happiness, self-actualization, and social fulfillment.

and to Community Based Rehabilitation that include special play and recreation: services, programs, and personnel; advising and education; and, information and assistive technology.

recreation lifestyle to achieve optimal recreation benefits including aesthetic, affective, cognitive, creative, physical, and social benefits.

People with disability have the responsibility to advocate for play and recreation for themselves and for other people with disabilities.

Public Domain. The "International Declaration of the Special Play and Recreation Rights and Responsibilities of People with Disabilities" is published in the Public Domain, without copyright, by Special Recreation for disABLED International.

Endorsed, Commended. The "International Declaration" has been adopted/endorsed by rehabilitation and recreation organizations. At the "United Nations Millennium 2000 Forum," the Forum's "Disabilities Thematic Issue [group]" commended the Declaration to governments, civil society, and the United Nations.

Use of Declaration. The SRDI serves as Secretariat for activities related to the "International Declaration," for example, keeping records of adoptions, articles, endorsements, papers, and publication. Any person or organization wishing to use the "International Declaration" is encouraged to do so. However, it is requested that SRDI: 1. Be contacted in advance, if possible, 2. Receive attribution, and 3. Receive copies of, or information on, its use.
